This is the actor's interpretation and spot-on. I still need to read the app, but this is not viewed as evil but sincerely of the opinion that humans cannot rule themselves and need a leader. Now, it is not his ONLY motivation, as he is being played and has been driven mad by the years he spent after the fall in a hell equivalent. But it is a definite part of it.
